The Civil Service College
Tailor-Made Training
Over his 10 years (until 2001) as Senior Lecturer at the UK's Civil Service College (now NSG), about half of John's up-front training time was spent adapting and delivering European training for individual departments and agencies. This ranged from four days on negotiating skills for the Foreign Office and UKREP to one-day tailor-made briefings for home Departments and the Devolved Administrations. This close liaison with departments provided a comprehensive source of networking contacts.
European Fast Stream and the Cabinet Office
In 1992, John assumed responsibility for the training of the European Fast Stream [EFS] on behalf of the Cabinet Office Fast Stream Unit. Over the years, this involved working closely with Cabinet Office colleagues to develop special training packages for the various Institutional competitions and to help EFS'ers with Brussels-specific networking and lobbying skills. More specifically, it meant being the Course Director for the two week foundation course for the EFS which covered UK policy and process as well as a solid grounding in EU affairs.
In addition, regular contact was maintained with the European Secretariat of the Cabinet Office and with UKREP Brussels concerning European and UK co-ordination issues.
Training for Accession Countries
For the International Consulting Group, John frequently designed and delivered Pre-Accession training courses in a number of applicant countries including Finland, Cyprus, Poland, the Czech Republic, Hungary and Slovenia. Some training involved the initiation of one week "training for trainers" modules, drawing on his previous experience in this field from his 9 years work in the Department of Trade and Industry's (now BIS's) Training Branch.
Wider Civil Service Experience
Relevant to European training is John's experience in the UK's International Trade Policy area. Dealings were extensive with Cabinet Office, FCO and UKREP to co-ordinate and clear Ministerial agreement on the UK response to a policy dispute between the Commission and the Member States arising from the Single European Act in the late 1980s. His most recent work also required frequent contact with the UK's central co-ordinating bodies. As an official in DTI (now BIS), coverage also included regulatory matters (Companies Division; the Office of Fair Trading) and policy work (Competition Policy; International Trade Policy).
